Alert Issues with Major and Minor versions

I have discovered the following behavior:
- If Major versions are turned on than users in Visitors group (Read) will not receive any alerts.
- If Major and Minor versions are turned on than users in Members group (Contribute) will not receive any alerts.
MOSS (SharePoint) version: 12.0.0.6504 = SP2 + April 2009 Cumulative update
